The lockout which you get is instance based. The raid instance copies the lockout from the first person that enters (or the leader?). All players that enter after that get the message if they want to accept this lockout or not.

Mythic lockouts work like the old-school lockout where once you kill a boss you generate a unique raid ID for that instance. Progress is tied to a fixed instance ID. 10-man heroic damage reduction = 30% If not it won't help prevent ninja raid lockouts.

Mythic is ID based, not “loot” based like LFR, normal and heroic. meaning that if a boss dies on that lockout ID, anyone who has that lockout ID will have that boss dead, regardless if they were involved in the kill or not.
